-Species/Human or Robotic: Human
-Character Advantages/Talents: Due to her history of scavenging old broken down technology in attempts to replenish them back to a working condition, she possesses knowledge of basic electronic repair. In her time of roaming the wastes, she has gained a small amount of experience in combat, mostly using melee weapons due to the rarity of ranged weapons and ammunition.
-Character Disadvantages/Weaknesses: Rose Maroon is addicted to Mentats due to her constant use of them when she is working on electronics. She is malnourished due to a lack of food, which means she is easily knocked out and her bones are easy to fracture.
-Faction: Roaming Waster/Settler.
-Current Equipment: Rose Maroon is an equipped with a toolkit. Inside is varied sizes of screwdrivers, a wire cutter, a wrench, and spare wires/screws. She keeps a Wire Soldering kit on her person, as well as an old Machete for protection. Rose roams about in tattered leather armor.
-Backstory
Rose Maroon woke up in her dusty motel room bed as the sound of rain drops go tippity tap on the window. She gets up, changing into her only set of clothing and looks out the window to see the rain sprinkling outside. She sighs, opening the door and moving to the main lobby, bringing her belongings with her. Rose checks out, saying goodbye to the woman behind the counter.
She walks along the broken road, coming up to what looks like an old factory. A gunshot is heard from that direction and Rose quickly ducks behind a rock, peeking out to see what is going on. She notices a man charging at another man with a Machete. The other man is wielding some type of pistol, and he fires it twice into the man's chest. He falls to the ground allowing for the other to finish him with a shot to the head. Rose watches as the other man continues walking, the opposite direction. Rose sits there for a second before scanning the area for any more people. After seeing no one she quickly runs down to inspect the dead man's body grabbing his Machete. She sits down a second to slow her breathing after that sudden scare, inspecting the Machete. It's old and rusted, but still sharp enough to deal damage.
Rose Maroon holds the Machete in her hand as she slowly moves inside the factory. From a first peak, the factory seems abandoned, and mostly looted. She slowly creeps throughout the factory, noticing the scrapped robots and electronics as she looks for any useful items. Rose picks up a wrench along with some scrapped wires off a conveyer belt, storing them inside her bag. After more wandering, she stumbles upon a workroom. She opens the door to find a toolbox, as well as a radroach. The radroach leaps at Rose, biting her on the leg making her bring down the Machete down onto the roach, slicing it in the back. The roach squirms around before all movement stops entirely. Rose quickly grabs the toolbox before running out of the workroom, but in her sprint, she trips over a small box laying on the ground. She falls onto her chest, making a grunt as her body hits the ground. Rose rolls over, looking at the box, reading the label, "Soldering Kit". She picks it up, looking inside to find a full kit, with solder wire. She gets up taking the kit as she swiftly moves out of the factory, following the road to the next village or town.
After a short trek of a few hours, Rose Maroon comes upon a town named New Harlem. She finds a doctor to heal her roach bite, doing a few jobs to gather caps to purchase proper protection for future endeavors. After a chat with a merchant, she purchases an old used set of leather armor, that slightly too big for her. Rose rents a room for the night, tinkering with the bits of wires and soldering kit she picked up before going to bed to repeat all of it the next day.

Jesus Christ how did I miss this one.
Anyway, I suppose the application is innocent enough for what you're applying for although the backstory does seem to give no hints as to how she got from New Harlem to where we're at currently. Might just be the wording but when I read the last sentence it just doesn't sound right to me. Give the backstory a revision and reword the last sentence and I'll be fully on-board to back this application.
Gonna let another admin give their opinions on it before a verdict is reached.

Simplistic in the terms of summary, but in a good fashion. You portrayed the idea of the character without directly mentioning it or spoiling too much, i'm accepting this.
